FCCPC Warns Meta: Exit Threat Won’t Void $220 Million Fine

The Federal Competition and Consumer Protection Commission (FCCPC) has declared that Meta’s threat to exit Nigeria won’t erase its legal obligations.

FCCPC clarified that WhatsApp’s threat to shut down its Nigerian services won’t stop judicial action or cancel imposed penalties.
The agency said Meta’s move appears aimed at stirring public emotion and influencing the regulator’s decision.

FCCPC Defends $220 Million Data Privacy Fine

On July 19, 2024, FCCPC fined Meta $220 million for repeatedly breaching Nigeria’s data protection and competition laws.
Meta, which owns Facebook, Instagram, and WhatsApp, allegedly violated the Federal Competition and Consumer Protection Act (FCCPA) and the Nigeria Data Protection Regulation (NDPR).

Meta Accused of Exploiting Nigerian Users

FCCPC said Meta denied Nigerians control over their data, shared personal information without consent, and imposed unfair privacy policies.
It also accused Meta of treating Nigerian users worse than users in other countries while abusing its dominant market position.

Tribunal Upholds FCCPC Fine Against Meta

On April 25, 2025, the Competition and Consumer Protection Tribunal upheld FCCPC’s $220 million fine against Meta.
The tribunal ordered Meta to change its practices, comply with Nigerian laws, and respect consumer rights.

Global Penalties Didn’t Trigger Threats

FCCPC pointed out that Meta paid fines in the EU, US, India, South Korea, France, and Australia without threatening to leave.
The agency criticized Meta for using blackmail tactics only in Nigeria, stating that regulatory pressure must not be influenced by threats.

Nigeria Demands Compliance, Not Drama

“The FCCPC will not alter its decision because of Meta’s threat,” said the agency’s Director of Corporate Affairs, Ondaje Ijagwu.
The Commission emphasized its duty to uphold digital consumer rights and ensure fair competition in Nigeria’s tech space.

The FCCPC remains firm in holding global tech giants like Meta accountable.
