Lagos State Launches Victims Assistance And Witness Protection Law

 

The Lagos State Government has enacted the Victims Assistance and Witness Protection Law (VAWPL), a landmark legislation aimed at fostering a victim-centred approach to justice. The law, signed by Governor Babajide Sanwo-Olu on December 12, 2024, seeks to provide comprehensive support and protection for victims and witnesses of crimes.

The law guarantees access to essential services such as medical treatment, counselling, and financial aid. It also establishes a dedicated agency tasked with implementing its provisions and ensuring that victims and witnesses are treated with dignity, fairness, and respect throughout the justice process.

Key Features of the Law

  • Prevention of Secondary Victimization: The law prioritizes measures to ensure victims are not re-traumatized during legal proceedings.
  • Emergency Medical Care: Hospitals and medical facilities are mandated to provide immediate care to victims in emergencies, regardless of their financial capacity.
  • Identity Protection: Victims and witnesses are assured protection from intimidation, harassment, or harm, with provisions for maintaining their confidentiality.
  • Witness Protection Program: The program offers safe housing, relocation services, and other support for at-risk witnesses.

Human rights and justice reform specialist Bola Akinsete described the law as a transformative step for the state’s justice system.

“This law is a game-changer for victims and witnesses in Lagos State. It demonstrates our commitment to prioritizing their needs and ensuring they are not just participants but also beneficiaries of the justice process,” Akinsete said.

She highlighted the law’s potential to encourage more victims and witnesses to cooperate with law enforcement, thereby strengthening the criminal justice system.

“Victims and witnesses are the backbone of any criminal justice system. By providing them with support and protection, we can ensure that justice is served and perpetrators are held accountable,” she added.

The VAWPL is expected to improve access to justice while enhancing public trust in the legal system. As Lagos State works towards a more equitable society, this legislation is hailed as a beacon of hope for those affected by crime and a significant milestone in justice reform.
